I think you did the wrong thing there by closing the dispute as it could mean you no longer have a dispute with this person. You should have let it run its course if I remember correctly, if he doesn't reply then you win already. I hope you haven't stuffed it.
I gave you the claim form above, that seems to be the only one now (US one). I remember you could change the web link from ebay.com to ebay.com.au and it would give you the Australian claim form. It's all the same though, it just showed different numbers (ie phone/fax, sorry same numbers, just with the extensions) and it had the extensions needed for an overseas call (ie +1 for USA). They may have changed the system a little, maybe now you don't have to fax to the US.
