Modifying a car is legal. Piracy is not

Piracy is not legal, but ownership of a modchip is under Australian law. They are legal because it is not illegal to play imported legitimate games or homebrew.

But here's the catch. Anti-piracy has gone through huge steps; in the early days you had to enter the 14th word on page 7 of the manual. Then they had a little story booklet or map, and you were asked to answer questions about it. Then they gave you a code wheel to consult during certain points of the game.
