Wii Hardware \ Wii to display via PC. Help

Currently i have my wii running through my TV Tuner card on my PC, the problem is the picture blurs, cannot be run at 60hz on any game (even after adjusting the software that runs the wii to pal60 it still is very hard look at)
ATM the picture isnt terrible but it isnt great.

Any solutions to how i can fix this problem, i am looking into a new TV Tuner but i would prefer a cheaper method
edit: just realised out to out doesnt work

great quality and it plugs via usb look up videos on youtube if your interested in the quality and how it works
