10-30 is a problem. 30 is fine yeah but 10 is not. Your computer should be fast enough, sounds like your CPU would be bottlenecking the rest but still I used to get >60FPS with a slower computer than that maxed graphics and 1920x1200. I'm talkin 3200XP, 1GB DDR400, 7300GT. That ran it easily. So its not your computer specs, you've clearly got a problem. I once had a problem with HDR lighting in Dust mostly where if I looked a long distance the computer would choke up to hell.
And hes not expecting too much, that computer should run it on a 24" screen maxed with 80-100FPS. CS command I think is cl_maxfps or cl_fpsmax or something can't be buggered checking, anyway the number value of that is your cap but its higher than 60. Hell I will check...
OK command is "fps_max" pressing enter didn't reveal a default for me. Mines just set at 300 because thats the max my computer usually hits. I think its just that high because I wanted to see what it could achieve. Anyway good luck, try turning off and on some advanced settings. Anti-Aliasing is the biggest performance hit aside from resolution so knock that off first if its on.
