A - If you're refering to your own Mii's, you need ZERO "0" Miis of your own, for an active Mii Parade.

A - If you're refering to "How many Mii's in YOUR Mii parade to ... make it a Parade" you only need friends with atleast ONE roaming Mii for it to roam in your Parade.
