With Goku you need to charge up the spirit bomb first. One his Blast 1 techniques is called "Give me your power" or something like that. It takes up 2 blast stocks. So when you have at least 2 blast stocks, hold down charge and press block (default: hold down Z trigger and press down on the D-pad) and goku will put his arms up and gather energy for the spirit bomb. Once he has done this you can actually see the spirit bomb floating up in the sky if you can manage to get it in camera view. Anyway, you can do this like 3 or 4 times and make the spirit bomb bigger if you want, but you only need to do it once to be able to fire the spirit bomb. So, then when you want to fire it, power all the way up, get into max power mode where you have the sparking energy bar, then get into blast input mode (default: hold down both triggers), then move the curser out to the top of the screen and bring it back in. Goku will teleport up to the spirit bomb in the sky and throw it.
So in short, basically you have to use the Blast 1 called "Give me your energy" first.
By the way, now that I have played this game more and more, it is actually really deep. There are lots of combos and crazy difficult moves to do. But they are not the character-specific specials so you learn these awesome moves but can do them with most other characters too. It is a really good way to do a fighting game because you don't just have to learn one character like in games like mortal kombat and stuff. Yeah anyway, love this game. Probably the best game on the Wii (other than Zelda of course).
