Yes, it is to play imports. I thought the whole tabs thing only worked for either Japanese and American consoles, since it's identical hardware.

EDIT: I just confirmed it. That trick is only for NTSC consoles, as the tab is the only thing that's different between the consoles. Just like the American Super Nintendo and Japanese Super Famicom.

Open the PAL console and cut out the tabs that stop the NTSC cartridges from going in. It works, trust me. It'll save you money.
