If you want your friend to see your Mii's the quickest way is to send them to him from your plaza.

When he next goes to the plaza, your Mii will 'fall' into the screen. If he sends you a Mii via the plaza, you will see his Mii 'fall' into the screen the next time you go there.

The Parade collects any random Miis that are set on Mingle/Travel and this seems like a fairly slow and random method of transfer as they are just 'wandering' around and might just happen to download into your parade.

If you see a Mii you like in the Parade, you can send him to your Plaza and he will appear in your Wii Sports games or any other game that supports Mii's
