Quick question, does anyone know why my Wii would sometimes not work, and when it does have colour (mixture of b&w + colour) and 'scrolly' issues (whole screen is constantly scrolling in random directions) with my USB analog TV card? The card works fine with an old PS1 console and the Wii works fine with my TV. Do I need new cables? I've tried changing the region on the card from PAL to all the different PAL and NTSC variations.

Try Auto setting your display. Perhaps the constant scrolling is the TV card knowing that part of the picture is not appearing on the screen, and is trying to fix it.

This might sound off topic but hang with me: When burning video files to DVD, I've seen a setting called PAL-Scan when you try and put a widescreen picture into a 4:3 window. The "system" guesses where the action is on the screen and scans/scrolls so that bit is being displayed.
Is this what might be happening?

I did fix it though, and for future reference all I had to do was change the refresh rate to 50Hz on the Wii.

I know this is a little late, but do you use an older TV card? I've never had a problem with my older TV cards handling 60hz before. It's usually a matter of playing around with the different PAL/NTSC options that are available (for all the different countries).
