Also on the site is a zoomed in version. Many rumors were going about Luigi would appear in Galaxy some way or another, this just proves her will, it makes sense for the level as well. Luigi saved Mario in Luigi’s Mansion, and this level seems to have the same sort of theme going. It could be a ghost playing tricks, but as far as I can tell, that definitely is Luigi standing in the back. Look at the boo painting below mario, just to the right of that.
