Okay so I said I would get back to and I am.... Technically this may not be the "correct" way to do it, but it works and will give you what you want.
1. Create your table and fill it with your data.
2. Copy that table and paste it directly underneath your original table - leaving a few rows space.
3. Now open up your forms toolbar and you will find a checkbox. Insert a checkbox somewhere on your sheet and name it the first column of your data (eg. 1997).
4. Right click on the checkbox and click "format Control". Select "Checked" under Value and then in Cell Link Select a cell that is in between the two tables, and in the column that holds the "1997" (eg) data. (for example purposes lets call it B17) Click Okay.
5. Now whenever you tick the box the Value of TRUE is entered into that cell you selected (B17).
6. Now in the Second table click on the cell that contains the first bit of data from your top table. What we want to achieve is if you click on the checkbox it will copy the data from the top table down to the bottom table.
7. Insert an IF statement into the bottom table stating that "If B17 = True, then copy from the top table, otherwise dont put anything - (eg. IF(B$17="TRUE",B2,"")
8. Now drag fill the rest of the table. The dollar sign will ensure it always looks at the same row but changes the lookup Column. Now go and create a checkbox for each Column of data (eg. 98, 99,). Once you have done that the table will already
