cod 3 has superior controls, of that there isn't any doubt.
but red steel has certainly had a great deal of effort put into the atmosphere and presentation. and i don't think the controls are so bad that you CAN'T enjoy the game.
as such, it depends on what you're looking for. i've enjoyed the cod series in the past, and am excited by the responsive and customisable controls. however, if red steel's atmosphere particularly takes your fancy, then go that way.
personally, i'm leaning towards cod 3. even though it has no multiplayer, i'm not terribly interested by any of the other launch titles (other than zelda, need i mention it), so i think i'll pick this one up.
