The Nintendo Wii remote using different powers at different times, when playing Zelda it'll go full strength which would make it go to 3 or 2 bars. And then on the Menu, using not to much power at all, it'll go to 3 or 4.
It happens to me sometimes, but overall the batteries should last between 20 - 40 hours.
