The first one is probably the weakest. Now the Wii has made it's mark I am sure more companies (making cross platform games) are thinking about motion based controls from the start but I don't think they'll be thinking any less about buttons to the extent that the Wii will be "the lead format" and the others will be second class citizens.

In fact, motion sensing may lean more towards a negative because when you press a button you know what's going to happen. When you wave a Wiimote, and especially in cases where you have to hold down buttons while doing it, a motion may become confused, or users may not know exactly how to perform the motion so that it is registered by the game.

the concept of the lead format is not that is the developers primary focus, it is just that is where the game is natively designed, before being ported to the other systems. In the last generation almost all multi-format games were designed on the PS2, then ported elsewhere.

A few developers have started to design on the Wii, because it is easier to then swap that game to X360 or the Playstations than the other way around. This means that the quality of Wii games should pick up.

It all comes down to console numbers, and if the Wii can keep its upwards trajectory for just a bit longer it would make bad business sense for 3rd party developers to ignore it.
