No. Pay and Play means there is addition content that you can pay to download. For GH: World Tour, on the Wii, you can download songs but it'll cost some money. That Pay and Play logo has been found on some things, like the WiiWare game FF:MLAAK. In that game you can download extra content with the use of Wii Points.

That's an option Nintendo put out there, if developers choose to use it or not is up to them, and since online is awful on the Wii rightly so they havent used it.
